Using a PEO still requires you to register your business in any state you plan to do business. Employer of Record are usually set up across all states, allowing their clients to operate freely in any state the EOR is registered.
Using the PEO model leaves employment contracts with you, Employer of Record actually becomes your employee legal employer, leaving any employment contracts with the EOR much like a staffing company and their temporary workers
A PEO do not assume responsibility of the treatment of the employee(s). This leaves any statutory compliance risks with the client.
